According to a press release dated 9 February 2021, the Bank of South Sudan has introduced a new 1,000-pound note (B117a) to address the need for a large denomination banknote in the face of hyperinflation.
The Governor signatory appears to be Jamal Wani Abdalla, who held that position for less than two months at the beginning of 2020.

Where it is printed
No reason to assume it’s printed by anyone other than DLR which printed all other notes for South Sudan.
There’s quite a mess in identifying signatures for South Sudan. Take a look at Moneypedia.de where Sig.5 for the Governor as Wani Abdalla is the same as Sig.8 for the Minister of Finance. And then Sig.6 and SDig.7 has Ngor as Governor even that signature on 2021 banknote is different (Wani Abdalla?).
Also (Moneypedia.de) how can Sig. 8 and Sig.9 for Governor of Bank of South Sudan be the same name but two different signatures? Perhaps Sig. 9 Governor signature is J. Ohisa instead?
